Ten years ago, a strange phenomenon occurred in Tokyo. In the aftermath of this, two types of abnormal people start to appear: "Dolls" and "Contractors" each with mysterious powers. Dolls are emotionless drones and have the ability of surveillance, while the Contractors' powers are destructive and they feel no guilt. Moving forward to the present day, Contractors are often utilised as assassins. The story follows one Contractor in particular who has continued to avoid the police up till now: "BK201" aka "The Black Reaper".
